Samsung announced the rugged built Rugby Smart. It’s set to come to AT&T on March 4th for $99.99 with a two-year contract. It will be running Android 2.3 with a 3.7″ screen, 5MP camera, 4GB of internal storage and is military spec 810F compliant.

The phone is dustproof, can withstand extreme cold weather and can take a 1M swim for up to 30min. It will be 4G but not LTE.
